The invention relates to the technical field of building external wall heat preservation, and discloses a building external wall heat preservation and insulation structure which comprises an adhesive layer, a polystyrene board, rendering coat mortar, a glass fiber net, a surface layer coating layer and an insertion column embedded into the polystyrene board at one end of the center position of the polystyrene board, and a threaded groove is formed in the end face of the end, located outside the polystyrene board, of the insertion column. The end, located outside the polystyrene board, of the inserting column is provided with a threaded shaft which penetrates through the glass fiber net and then is in threaded connection with the interior of the threaded groove, the end, away from the inserting column, of the threaded shaft is provided with a pressing disc attached to the outer wall of the glass fiber net, and the peripheral side of the end, close to the threaded groove, of the inserting column is provided with a positioning ring attached to the outer wall of the polystyrene board. The threaded shaft is used for supporting the glass fiber net laid and pressed in the rendering coat mortar, so that the possibility of position deviation of the glass fiber net in the laying and pressing process is reduced, and finally, stable laying and pressing of the glass fiber net on the rendering coat mortar can be facilitated.
