The invention provides a control mechanism of a mechanical operation type excavator working device and an excavator. The control mechanism comprises a hydraulic oil tank; the multi-way valve group comprises a left multi-way valve, a right multi-way valve and a walking multi-way valve; the balance valve is provided with a first oil inlet, a second oil inlet, a first oil outlet and a second oil outlet, and the second oil outlet is communicated with the left multi-way valve, the right multi-way valve and the walking multi-way valve through oil ways; an oil way between the second oil inlet and the second oil outlet is conducted when the pressure of the oil way for communicating the first oil inlet to the first oil outlet is larger than a preset value; the rotary valve is provided with a third oil inlet and an oil return port, and the oil return port is communicated to the hydraulic oil tank through an oil way; the oil inlet end of the main pump communicates with the hydraulic oil tank, and the oil outlet end of the main pump communicates with the first oil inlet, the second oil inlet and the third oil inlet through oil ways correspondingly. According to the control mechanism provided by the invention, when the safety rod is in the locking position, an oil way of the working device can be thoroughly cut off, and micro-action is avoided.
