The invention relates to a single-lug-plate and double-screw combined outer cable tensioning system which comprises a mounting plate, a single-lug-plate and double-screw combined outer cable tensioning device and a single-lug-plate and double-screw combined outer cable tensioning device. The tensioning screw rods are arranged on the mounting plate in a penetrating mode and located on the two sides of the lug plate, the tensioning screw rods penetrate through the mounting plate to form an anchoring section, one side, close to the lug plate, of each tensioning screw rod is in threaded connection with a locking nut, and the locking nuts are attached to the mounting plate; the stiffening plate is fixedly installed on the side, away from the lug plate, of the anchoring section, and a plurality of steel bar penetrating openings are formed in the stiffening plate; the center hole jack is arranged on the side, close to the lug plate, of the tensioning screw rod, and the part, close to the lug plate, of the tensioning screw rod is tensioned by driving the center hole jack; and the carbon fiber inhaul cables are fixedly mounted on the lug plates.
