The invention relates to the technical field of electric power safety equipment, and provides a transformer substation safety measure assembling and disassembling device which comprises a robot, a rotary feeding assembly, a winding and unwinding shaft and a rotary guide rod. The rotary feeding assembly is installed on one side of the robot and used for containing and conveying fence rods. The rotary feeding assembly can annularly rotate in the horizontal direction, and a limiting shell is arranged outside the rotary feeding assembly. A partition plate is fixed to the end, close to the in-out structure, of the middle of the interior of the limiting shell. The winding and unwinding shaft is arranged at the end, close to the in-out structure, of the limiting shell, and a fence net is wound around the winding and unwinding shaft and used for winding and unwinding the fence net. The rotating guide rod is arranged on one side of the winding and unwinding shaft and used for guiding the fence net unwound by the winding and unwinding shaft to the fence rod for discharging of the in-out structure. Automatic laying of the fence rods and the fence net can be achieved, and heavy tasks caused by manual laying are avoided.
