An adjusting assembly is arranged on the outer surface of the inner circular pile and located at the bottom end of the outer cylinder, and the height of the outer cylinder is adjusted through the adjusting assembly. The transmission of wave energy is reduced by adopting a nested pile form, and meanwhile, water taking is not affected.
