According to the invention, the old asphalt pavement is entirely shoveled by using the old asphalt pavement shoveling equipment, and then the shoveled old asphalt pavement is flexibly crushed by using the old asphalt pavement material crushing equipment to form small crushed aggregates; then stripping the old asphalt pavement crushed aggregates by using old asphalt pavement material stripping equipment to obtain old stones; and finally, mixing the old stone with a binder, a modifier and water in cold recycling mixing equipment, and performing cold recycling to obtain the asphalt mixture meeting the requirements. By adopting the method, the in-situ cold regeneration of the old asphalt pavement can be realized, the asphalt pavement repairing process is simplified, and the construction efficiency and the construction quality are improved.
