The method comprises the following steps: S1, registering information of an intelligent fire hydrant and information of an IC card in an Internet of Things management platform; s2, the Internet of Things platform authorizes the IC card according to the geographic position of the intelligent fire hydrant and the registration information of the IC card, and sends the authorization information to the corresponding intelligent fire hydrant; s3, the IC card is used for swiping the intelligent fire hydrant to take water, the intelligent fire hydrant judges the water taking permission of the IC card off line, water is supplied to the IC card with the water taking permission, and real-time charging is carried out; and S4, after water taking is finished, the intelligent fire hydrant uploads a water taking bill to the Internet of Things management platform, the Internet of Things management platform counts the water taking payment condition of each IC card, and the IC card authority is redistributed. The IC card and the intelligent fire hydrant are matched with each other and are used in a graded permission mode, and water management is more reasonable.
