The invention discloses a power transmission tower suspension constraint inhaul cable mass damper and a power transmission tower wind vibration control method. The constraint inhaul cable mass damper comprises a simple pendulum, a tuned mass, a self-resetting damper and an inhaul cable. One end of the simple pendulum is used for being connected with a power transmission tower, the other end of the simple pendulum is connected with one end of the tuned mass, the other end of the tuned mass is connected with one end of the self-resetting damper, the other end of the self-resetting damper is connected with one end of the inhaul cable, and the other end of the inhaul cable is used for being connected with the ground. The application range of the PPTMD can be wider by adjusting the prestress of the inhaul cable, the parameters of the self-resetting damper, the size of the tuned mass and the suspension height of the tuned mass according to different power transmission towers, and the problem that common TMD is difficult to apply to common power transmission towers is solved.
