The invention discloses high-activity calcium hydroxide and a preparation method and application thereof.The preparation method comprises the steps that a certain amount of foaming agent azodicarbonamide and a proper amount of activating agent are added into quick lime, a proper amount of dispersing auxiliaries such as sodium hexametaphosphate and sodium pyrophosphate are mixed, the mixture is mixed with water in a digester after being fully and evenly mixed, the quick lime reacts with water, and calcium hydroxide is generated; meanwhile, a large amount of heat is generated, the materials reach the decomposition temperature of the foaming agent, a large amount of nitrogen released after decomposition forms rich air holes in calcium hydroxide, the dispersing agent can prevent calcium hydroxide particles from being agglomerated, and finally the calcium hydroxide product with the high specific surface area and the high activity is obtained and can be used for the dry-method flue gas desulfurization process.
