The modified emulsified asphalt is prepared from the following components in parts by weight: 100 parts of modified asphalt, 1.0 to 8.0 parts of an emulsifier, 0.2 to 1.0 part of a stabilizer and 30 to 100 parts of water, the modified asphalt comprises the following components in parts by weight: 100 parts of cationized matrix asphalt, 0.5-5 parts of a high-molecular polymer, 1-10 parts of a plasticizer and 0.1-0.5 part of a cross-linking agent, the cationized matrix asphalt is obtained by carrying out chemical grafting reaction on a modifier and matrix asphalt. The problems that high-molecular polymer modified asphalt is difficult to emulsify and unstable to store are solved.
