The invention discloses an intercepting device and an intercepting system, and the intercepting device included in the intercepting system comprises a main support located on the first side of a roadway; the auxiliary support is located on the second side of the roadway, and the second side and the first side are the left side and the right side of the roadway correspondingly; one end of the net rack is hinged to the main support, and the other end is provided with a combination head; the combining device is mounted on the auxiliary bracket, so that the combining device is connected with the combining head when the net rack swings to a position transversely arranged in the roadway; the second side connector is arranged on the combining device; the intercepting net is installed on the net frame, and a first connector used for being connected with a first side energy absorber is arranged on the first side of the intercepting net or the first side of the net frame; and the swing driving device is mounted on the side where the main bracket is located. The reliability of the intercepting device is relatively easy to guarantee.
