The invention relates to a water-retaining and drought-resisting system for afforestation in an arid region, which comprises an afforestation region, a plurality of whole regions are formed in the afforestation region, soil preparation slopes are formed between adjacent whole regions, transverse intercepting ditches are arranged above the soil preparation slopes at the top of the afforestation region, and longitudinal intercepting ditches are arranged on both sides of the afforestation region. The longitudinal intercepting ditches are communicated with the transverse intercepting ditches, and the afforestation area is semi-enclosed by the longitudinal intercepting ditches and the transverse intercepting ditches; a plurality of water collecting tanks are arranged on the soil preparation side slopes below each whole area in the transverse direction of the whole area and communicate with one another, and the water collecting tanks located on the two sides communicate with the longitudinal intercepting ditches on the two sides through branch ditches correspondingly; and a plurality of self-suction ropes are also arranged in each water collecting tank. The system is simple in overall structure and convenient to implement, rainwater can be effectively collected for lasting water storage and automatic water supplementing, the system can be achieved without adding electrical equipment, and the energy consumption and cost of the system are reduced.
