The invention discloses an efficient contaminated soil clearing and transporting device and method for contaminated site treatment. The device comprises a multi-section type mechanical arm connected to a carrier, a mining mechanism connected to the end of the multi-section type mechanical arm and a conveying and lifting mechanism arranged in the mining mechanism. The mining mechanism comprises a cage type mining barrel, and the cage type mining barrel is a cylindrical shell with an upward opening; the outer side wall of the cage type mining barrel is provided with a plurality of mining barrel communicating grooves which are internally and externally communicated, and a plurality of crushing blades are fixedly arranged in the mining barrel communicating grooves; the cage type mining barrel can rapidly and continuously excavate and crush soil, the excavated and crushed soil is conveyed into the transfer conveying shell through the lifting conveying belt, and then the soil is conveyed into the transport vehicle through the multiple conveyors and transferred to a target site. The crawler-type carrier can adapt to more conditions with complex terrains, and digging, clearing and transporting work can be carried out more easily and smoothly.
