The invention relates to the technical field of cement building materials, in particular to a method for preparing cement from phosphorite beneficiation waste residues and the cement.The method comprises the steps that ingredient design is conducted according to the content of oxides in raw materials, and the first saturation ratio, the first silicon rate, the first aluminum rate and the first MgO content of clinker are calculated; according to the first saturation ratio, the first silicon rate, the first aluminum rate and the first MgO content, the percentage of the doped phosphate ore beneficiation waste residues is determined; the raw material doped with the phosphorite ore dressing waste residues is subjected to ingredient adjustment, so that the first saturation ratio is adjusted to be a second saturation ratio, the first silicon ratio is adjusted to be a second silicon ratio, and the first aluminum ratio is adjusted to be a second aluminum ratio, and the clinker mineral composition and quality are stabilized and guaranteed; adding the raw material subjected to ingredient adjustment into a raw material mill for grinding; and putting the ground powder into a preheater, a decomposing furnace, a rotary kiln and a cooling machine for calcining to obtain clinker with expected MgO content.
