Adding a first water reducing agent, adding the primary reinforced regenerated coral coarse aggregate for secondary reinforcement, adding a second water reducing agent and the residual seawater solution containing second nano silicon dioxide, adding the primary reinforced regenerated coral fine aggregate into the obtained gel-state concrete mixture, loading the mixture into a mold, standing, demolding and curing to obtain the concrete with the secondary reinforced regenerated coral fine aggregate.
