The invention relates to the field of offshore photovoltaic technologies, and discloses a positioning structure and an offshore photovoltaic construction ship. The positioning structure is used for offshore photovoltaic foundation construction and comprises a sleeve, a pile foundation and a guide channel, wherein the pile foundation is suitable for being sunk into a seabed along the guide channel defined by the sleeve; and the sleeve is suitable for being arranged on the photovoltaic construction ship through the mounting structure. During construction, the position of the pile foundation is conveniently positioned through the sleeve of the positioning structure, the pile foundation sinks a pile through the guide channel on the sleeve, the conditions of position deviation and inclination in the descending process are prevented, the pile foundation is hammered to a certain depth of a seabed through the hydraulic impact hammer under positioning of the sleeve, and pile sinking construction of the pile foundation is completed. The construction ship has a bottom-supported construction function, can be supported by a seabed, ensures that a ship deck can provide a stable construction operation platform, can meet the position and perpendicularity requirements of a pile foundation during construction in a complex marine environment with wind, waves and flow, and creates conditions for development of offshore photovoltaic power generation.
