The invention discloses a self-cleaning bubbler and a faucet. The self-cleaning bubbler comprises an outer shell and an inner shell arranged in the outer shell in a sleeved mode. A first spherical net is rotationally connected into the inner shell; a second spherical net is rotationally connected into the first spherical net; a gap is formed between the first spherical net and the second spherical net; a third spherical net is rotationally connected into the second spherical net; a gap is formed between the second spherical net and the third spherical net; the first spherical net, the second spherical net and the third spherical net are concentrically arranged; meshes of the third spherical net are larger than those of the second spherical net. The first spherical net, the second spherical net and the third spherical net which are sequentially sleeved from outside to inside are arranged in the inner shell, and the first spherical net, the second spherical net and the third spherical net can rotate relatively, so that all the spherical nets can rotate under the impact action of water flow; therefore, impurities on each ball net can be flushed out of the bubbler by the water flow, so that the bubbler realizes a self-cleaning function.
