The invention relates to expansive concrete repair mortar in a marine environment and a preparation method thereof. The expansive concrete repair mortar comprises a rubber material, an additive and aggregate, the adhesive material is prepared from the following components in parts by mass: 100 to 120 parts of superfine cement, 20 to 40 parts of superfine mineral powder, 20 to 50 parts of ardealite, 10 to 20 parts of fly ash microbeads and 10 to 20 parts of silica fume. The admixture comprises the following components in parts by mass: 3-6 parts of latex powder, 1-3 parts of a water reducing agent and 0.5-2 parts of an early strength agent; the aggregate comprises quartz sand, common light aggregate and superfine light aggregate, and the total mass fraction of all the components in the aggregate is equal to the total mass fraction of all the components in the rubber material; in the aggregate, the volume percent of the superfine light aggregate is 5%-10%, the volume percent of the common light aggregate is 5%-20%, and the volume percent of the quartz sand is 70%-90%. According to the invention, the negative influence of phosphogypsum on mortar in the prior art can be solved.
