Steel slag powder and an alkaline activator are subjected to dry mixing, then water is added for stirring, and ultrasonic cavitation is performed to obtain the all-steel-slag-based soft soil curing agent; the particle size of the steel slag powder is continuously distributed between 0.1 mu m and 200 mu m, the steel slag powder with the particle size smaller than 200 mu m accounts for 100%, and the steel slag powder with the particle size smaller than 26 mu m accounts for 50%. Compared with the prior art, the problems that in the prior art, a soft soil curing agent difficultly makes full use of steel slag powder and the requirement for the particle size of the steel slag powder is high are solved, development of the full-steel-slag-based soft soil curing agent is achieved, and large-particle-size steel slag powder can be utilized in the soft soil curing agent.
