The invention belongs to the field of road engineering, and discloses a carbamate-excited composite high-performance cement-based grouting material for repairing local diseases, which is characterized by comprising the following components in parts by weight: 45-50 parts of cement; 20 to 25 parts of water; 2.0 to 2.5 parts of composite polyurethane; 0.9 to 1.0 part of nano silica fume; 2.3 to 2.5 parts of fine sand; 0.2 to 0.25 part of a water reducing agent; and 0.2 to 0.25 part of a defoaming agent. The invention further discloses a preparation method. The invention has the following main beneficial effects: the hydration reaction and the hydration speed are improved, and the formation of early strength is promoted; the strength and the interface bonding strength after hardening and the toughness and the stability of the grouting material are improved, the bubble content in the grouting material is reduced, the brittle fracture of a pavement is effectively reduced, the breaking strength of cement mortar is increased, the mixture is mixed at normal temperature, the required energy consumption is low, and no waste gas is discharged; and after hardening, the strength is higher, and the adaptability is better.
