According to the steel plate-concrete panel structure and the concrete panel rockfill dam waterside face stockpiling layer thereof, in the structure, a bottom layer steel plate comprises a plane steel plate and a plurality of T-shaped steel vertically fixed to the plane steel plate; the plurality of node tie bars are vertically fixed on the upper surface of the plane steel plate; the top layer horizontal main reinforcements are horizontally and fixedly connected with the tops of the node tie bars; the plurality of top-layer down-slope main reinforcements are perpendicular to a plane formed by the node tie bars and the top-layer horizontal main reinforcements and extend horizontally, and the plurality of top-layer down-slope main reinforcements, the top-layer horizontal main reinforcements and the plurality of node tie bars form a top-layer reinforcing mesh; the top layer reinforcing mesh is filled with panel concrete, and the panel concrete is supported on the plane steel plate. The structure is reliable and anti-seepage, and the large deformation bearing capacity is optimized.
