The preparation method of the retarding inhibition material comprises the following steps: (1) weighing the fluorine removal component, the phosphorus removal component and the reinforcing component according to the mass ratio; and (2) putting all the components into homogenizing equipment, stirring at a high speed, and uniformly mixing to obtain the retarding inhibition material for the phosphorus slag concrete. The modified phosphorus slag admixture is prepared from a delayed coagulation inhibition material and phosphorus slag in a mass ratio of (0.1-5): 100. The cement setting delaying effect of the phosphorus slag as the concrete admixture can be effectively achieved, the early strength of the phosphorus slag concrete is improved, the application range of the phosphorus slag as the admixture in the concrete is widened, and the dosage of the phosphorus slag as the admixture in the concrete is increased.
