The invention relates to a rapid maintenance structure and method for a small hinge joint of a plate girder, web L-shaped steel bars are planted in girder webs on two sides of the hinge joint to be reinforced and maintained and in an old concrete pavement layer, a new concrete pavement layer and a new asphalt pavement layer are poured on the old concrete pavement layer, and a layer of steel bar mesh is arranged in the new concrete pavement layer; the new concrete pavement layer is made of quick-hardening ultra-high performance concrete, the compressive strength of the new concrete pavement layer within 2 hours is larger than or equal to 30 Mpa, the axis tensile strength of the new concrete pavement layer in 3 days is larger than or equal to 5 Mpa, and the bonding strength of new and old concrete in 3 days is larger than or equal to 1.5 Mpa. According to the structure and the method, after quick-hardening ultra-high-performance concrete is directly poured on an existing bridge deck concrete pavement, an asphalt surface layer is paved, so that the original pavement chiseling time and construction operation time are saved; and meanwhile, web L-shaped steel bars are planted at the bridge deck pavement positions of the hinge joints, and the steel bars are welded, so that the interlayer shear resistance of new and old bridge deck pavement is improved, and the new and old bridge deck pavement and the old bridge deck pavement are stressed together.
