The invention provides a high-performance anti-rutting pavement base and a construction method thereof, and relates to the technical field of road construction. The high-performance anti-rutting pavement base layer comprises an upper layer surface, a base layer body and a lower layer surface, the base layer body is located between the upper layer surface and the lower layer surface, the upper layer surface and the lower layer surface are connected through cement in a filling mode, and the upper layer surface is prepared from, by weight, 100-120 parts of modified asphalt, 80-100 parts of stone, 10-20 parts of fine mineral filler, 10-20 parts of reinforcing material and 5-10 parts of additive. The lower layer surface comprises the following raw materials in parts by weight: 100-150 parts of aggregate, 30-50 parts of a cementing agent, 6-10 parts of a fiber reinforced material and 3-5 parts of an auxiliary agent. By optimizing the material ratio and the structural design, the rut resistance and durability of the pavement are improved, meanwhile, the construction steps are simplified, the construction cost is reduced, and important practical application value is achieved.
