The invention discloses a combined water and soil conservation device which comprises an upper gland used for assembling a top net, a lower gland used for assembling a three-dimensional grass planting bottom net and a lower gland used for assembling a three-dimensional grass planting bottom net, and the upper gland comprises clamping plates which are arranged in a circumferential array mode and provided with clamping grooves in the ends. Wherein the upper gland is connected with the lower gland in an inserted mode, and the coupler knuckle is connected with the clamping groove in a clamped mode. According to the combined water and soil conservation device, the upper gland and the lower gland are locked into a whole, the upper layer of soil is covered and protected through the top net on the upper layer, the top net is connected with the three-dimensional grass planting bottom net into a whole through the locked upper gland and the locked lower gland, large deviation cannot be generated when the top net is washed by rainwater or blown by wind, then green planting is conducted, and the water and soil conservation effect is good.
