The invention belongs to the technical field of civil engineering, and particularly relates to a permanent and temporary combined dismantling-free steel cofferdam structure which comprises a steel cofferdam, a supporting mechanism is arranged on the outer side of the steel cofferdam, chains surround the supporting mechanism in an array mode, a supporting coaming is arranged below each chain, and the supporting coaming is arranged on the outer side of the steel cofferdam. Lifting mechanisms are arranged on the upper surface of the steel cofferdam in an array mode. According to the dismantling-free steel cofferdam structure, by arranging the locking mechanism and the lifting mechanism, the steel cofferdam serves as a part of the bearing platform to be directly poured, the process of pulling out the steel cofferdam is omitted, part of steel bars are saved, meanwhile, the steel cofferdam serves as a part of a framework, and after the bearing platform is poured, the template dismantling difficulty is reduced; and the safety problems are reduced while the working efficiency is improved.
