The invention discloses a sludge pumping and draining device for river channel cleaning and a using method thereof.The sludge pumping and draining device comprises pumping and draining equipment, a dredging ship is arranged at the bottom end of the pumping and draining equipment, a sludge storage assembly is arranged in the dredging ship, a screening mechanism is arranged at the bottom of the pumping and draining equipment and comprises a screening assembly and a cleaning assembly, and the screening assembly comprises a screening net; the clearing assembly comprises a scraper blade, a driving piece is arranged at the top of the scraper blade, and a control cabinet is arranged in the dredging ship. By means of the design of the pumping and discharging device, the screening net and the removing assembly, the screening net can block strip-shaped sundries such as sea grass or plastic bags mixed in sludge, when many strip-shaped sundries gather on the upstream face of the screening net, it can be observed that the sludge discharging amount is reduced through the observation pipe, and therefore the water-proof motor is controlled to be started, and the sludge discharging amount is reduced. And the scraping plate does linear reciprocating motion in the vertical direction, sundries accumulated on the upstream face of the screening net are cleaned, and therefore the influence on sludge pumping and drainage is reduced.
