The invention discloses a photocatalyst water-permeable brick surface layer and a preparation method thereof, and belongs to the technical field of road engineering materials. The water-permeable brick is prepared from the following components in parts by mass: 10 to 18 parts of white Portland cement, 70 to 90 parts of aggregate of 20 to 40 meshes, 1.5 to 2.5 parts of waterborne epoxy resin emulsion, 1.5 to 2.5 parts of nano titanium dioxide, 0.5 to 1.5 parts of silica fume and 0.5 to 1.5 parts of a water-permeable brick reinforcing agent. A shell formed by the white Portland cement and the water-borne epoxy resin wraps the surface of the aggregate, and the nano titanium dioxide is dispersed in the water-borne epoxy resin in the shell. The water-borne epoxy resin emulsion is used as a photocatalyst titanium dioxide carrier and is uniformly coated on the surface of the aggregate after being mixed with the white cement, so that the photocatalyst titanium dioxide in the surface layer of the water-permeable brick can be uniformly dispersed, and the maximum light receiving area is achieved.
