The high-temperature-resistant warm mixing rubber asphalt mixture comprises coarse aggregate, fine aggregate, a palmitic acid-lauric acid/vermiculite phase change material, a warm mixing agent, waste rubber powder and matrix asphalt. The palmitic acid-lauric acid/vermiculite phase change material is added into the asphalt mixture, so that the problem of unstable performance of the asphalt mixture in a high-temperature environment is effectively improved; in addition, the asphalt aggregate is also improved, the coarse aggregate with the core-shell structure is obtained by taking the optical fiber waste particles as the core layer and the rubber elastomer as the shell layer, and the rut resistance of the asphalt mixture is effectively improved. According to the invention, the problem of unstable performance of the asphalt mixture in a high-temperature environment in the prior art is effectively solved, and a new design idea is provided for the asphalt mixture used in the high-temperature environment.
