The underwater prestressed cable-stayed foundation comprises a force transmission assembly part, a high-pressure jet grouting pile part and an expanded anchor rod part. The force transmission assembly part is composed of a force transmission steel plate, a prestress locking bolt and a hinge piece, the expanded body anchor rod part comprises an unexpanded section and an expanded section, the unexpanded section is composed of a grouting body and a prestress ribbed steel bar, and the expanded section is composed of a grouting body, the prestress ribbed steel bar and an expanded section steel bar cage. Wherein the expansion section reinforcement cage is composed of an upper reinforcement cage fixing bolt, a lower reinforcement cage fixing bolt, reinforcement cage umbrella supports, reinforcement cage longitudinal bars, reinforcement cage annular stirrups, reinforcement cage pressure-bearing plates and reinforcement cage axial hollow steel pipes.
