The invention provides an underwater refuge facility transfer system and method, and the system comprises a body, the body comprises a transition area and a survival area, the body is provided with a first protection door which communicates with the outer side of the body and the transition area, and the body is internally provided with a second protection door which communicates with the transition area and the survival area; the first drainage device comprises a first drainage pipe, a second drainage pipe and a third drainage pipe, an inlet of the first drainage pipe is communicated with the transition area, an outlet of the first drainage pipe is communicated with the survival area, the first drainage pipe is provided with a first valve located in the transition area, an inlet of the second drainage pipe is communicated with the survival area, and an outlet of the second drainage pipe is communicated with the transition area; an inlet of the third drainage pipe is arranged in the survival area and communicated with the outer side of the body, and an outlet of the third drainage pipe is communicated with the transition area; the ventilation device is communicated with the survival area and the transition area, and a ventilation port of the ventilation device is formed in the top of the body. According to the invention, risk avoiding personnel can quickly enter a survival area in multiple batches under the condition of low energy consumption in an underwater environment.
