The stirring time for adding the silica sol and the coagulant is not less than 1 min, the continuous mixing and stirring time is 2-5 min, the silica sol slurry formed by sufficient mixing does not have a rapid hardening phenomenon, and particles and snowflake-shaped suspended solids appear in a small range. And grouting plugging is conducted on the needed area according to needs. The plugging agent is convenient to use, high in groutability, good in permeability and high in plugging performance.
