The invention discloses a double-layer interchange type fishway structure, and belongs to the field of fishway design in water conservancy projects. Through the double-layer interchange type design, upper-layer overflow and lower-layer submerged flow can be achieved, the water flow structure in the pond is rich, the pond can adapt to different water depths, and good hydraulic conditions are created for fishes with different favors. The double-layer interchange type fishway comprises a horn-shaped inlet section, a hump weir-shaped transition section, a double-layer interchange pool chamber section (comprising a lower-layer disc-shaped channel section and an upper-layer overflow section) and a rest pool chamber section. The hump weir section can divide the pond chamber into an upper-layer overflow area and a lower-layer submerging outflow area, the formation of the upper-layer overflow area introduces fishes loving to jump into the upper-layer overflow weir section, and the lower-layer submerging outflow area is used for attracting fishes loving to inhabit at the bottom layer and smoothly upstream through the disc-shaped channel section; the arrangement of the rest pool chamber section can form a low-flow-velocity area to restore the physical strength of the fishes, so that the fishes can smoothly complete upstream tracing, and the stability of a river ecological system is ensured.
