The invention relates to the field of building construction, in particular to a frame structure cantilever eave facade color steel plate installing and lifting method which comprises the steps that a three-dimensional model of a lifting tool is established according to building structure construction design; manufacturing a lifting tool according to the established three-dimensional model; after the construction of the building structure concrete engineering and the installation of the wall surface purlines are completed, the lifting tool is installed; and carrying out no-load and load operation tests on the lifting tool, and hoisting the color steel plate by using the lifting tool after the tests are completed. A common winch is modified, and a walking mechanism, a steel wire rope guide mechanism, a balance weight and other components are added. When the tool is used for lifting the exterior facade color steel plate, the labor intensity is obviously reduced compared with a mode of manually matching with a fixed pulley block, so that the number of color steel plate joints can be effectively reduced; in addition, the mechanical machine team of the rubber-tyred crane on the construction site is saved, meanwhile, the difficulty that the space of the construction site is limited is effectively overcome, and the installation and construction efficiency is improved.
