The method further comprises the following preparation steps that the aged asphalt pavement is milled, a waste asphalt mixture is obtained, the waste asphalt mixture, the aggregate, the mineral admixture and the new asphalt are preheated and subjected to heat preservation, and the preheated waste asphalt mixture and the asphalt recycling agent are added into a recycled asphalt mixture preparation device to be stirred and mixed; adding the preheated aggregate, stirring and mixing, sequentially adding the mineral admixture, the fiber and the new asphalt, and stirring and mixing to obtain the recycled asphalt mixture.
