The invention provides a steel reinforcement cage lowering positioning device and method, and relates to the technical field of steel pile foundation construction. The pile casing is buried in the excavated pile hole; based on the pile hole design coordinate circle point, measuring the installation circle point of the pile casing so as to obtain the accurate installation position of the pile casing; the relative positions of the two positioning bearing frames on the top of the pile casing are adjusted through limiting mechanisms connected with the positioning bearing frames; then the corresponding positioning bearing frames are fixed to the top of the pile casing through the limiting mechanisms; the positioning support connecting beam and the reinforcement cage are sequentially assembled; lowering the reinforcement cage until the upper end of the reinforcement cage is lower than the top of the pile casing; then the positioning supporting frame is erected on the lug plate, then the positioning support can be in lap joint with the positioning supporting frame, and the positioning support is fixed to the upper position of the positioning supporting frame through the limiting piece; the installation precision of the reinforcement cage is ensured; and deviation of the reinforcement cage in the steel casing during pouring is avoided, the bearing capacity and stability of the pile foundation are improved, and the construction quality of the pile foundation is improved.
