The invention relates to a device and method for the construction of floating barriers, and an ecological or artificial barrier constructed, according to the origin of the floating material collected and transformed, supporting a circular economy. The invention comprises means for removing floating material from a body of water (optional), a packer (8) for inserting the floating material into one or more packages (2) that make up the barrier, and a system (7) for placing the barrier in the body of water (also optional). It preferably corresponds to a floating trailer or vessel, which can be on one or both sides of the vessel or in the tunnel of a catamaran. Where appropriate, the packages (2) must be coupled together to form the barrier. They may comprise a wall (4) that is denser than the body of water and joined by one edge to the packages (2) so that it is approximately vertical in the water, or a tape that assists buoyancy.
