The invention relates to the field of thermal engineering and can be used for indoor heating. A heat exchange panel of a heat regulating device comprises a flattened base made of a low heat conductivity polymer material and having two opposing flat functional sides joined along their outside edges to narrow lateral sides. One of said functional sides has grooves with channels for receiving piping elements of a heat exchange loop. A heat exchange coating is made of a high heat conductivity material and is arranged on the surface of the grooved functional side of the base so as to cover both the flat surface thereof and the surfaces of the channel cavities. Said heat exchange coating is made of foil and is adhesively bonded to the surface of the functional side of the base. The technical result is an increase in the thermal stability of the heat exchange panel structure across a wide range of temperatures.
