An arm position sensor generates data used by a control system to determine a maximum allowable swing speed of the swing apparatus to account for the moment of inertia of the swing apparatus, based on a map linking arm position data with the maximum allowable swing speed. The swing speed it limited to the determined maximum allowable swing speed. The arm position sensor may comprise a stick 17 or boom 16 position sensor that indicates an angle or extension of the arm, with greater extension resulting in a lower maximum swing speed. The maximum allowable swing speed may be determined for an operating configuration with the greatest inertia and based on a maximum angular stopping displacement. The maximum allowable swing speed may be updated based on new arm position data.
