PROBLEM TO BE SOLVED: To provide an optical control member which is easy to clean, manufactured at a low cost, and has high light extraction efficiency and excellent light distribution controllability, and a window, a blind, an electric apparatus, and a lighting device.SOLUTION: According to an embodiment, the optical control member comprises a base material 20 having a first surface 20a and a second surface 20b facing each other and having light permeability, a first light control layer 30 provided on the first surface of the base material, and a second light control layer 40 provided on the second surface of the base material and facing the first optical control layer. The first and second control layers have a plurality of first areas 30a and 40a and a plurality of second areas 30b and 40b that are formed by patterns that have mutual correspondence, the first areas having higher light permeability than the second areas, the surfaces of the second areas being configured with a rugged surface having irregularities and having light diffusion properties.
【課題】清掃がし易く、製造コストが低く、光取り出し効率も高い配光制御性に優れた光学制御部材および窓、ブラインド、電気機器、照明装置を提供する。【解決手段】実施形態によれば、光学制御部材は、対向する第１表面２０ａおよび第２表面２０ｂを有し、光透過性を有する基材２０と、基材の第１面に設けられた第１光制御層３０と、基材の第２面に設けられ第１光制御層と対向する第２光制御層４０と、を備えている。第１および第２光制御層は、互いに対応関係にあるパターンで形成された複数の第１領域３０ａ、４０ａおよび複数の第２領域３０ｂ、４０ｂを有し、第１領域は、第２領域に比べて光透過性が高い特性を有している。第２領域の表面は、凹凸を有する凹凸面で構成され、光拡散性を有する。【選択図】図５
