PROBLEM TO BE SOLVED: To provide a dimmer that can exhibit a sufficient light-shielding function.SOLUTION: A dimmer 10 includes a first dimming control panel 20 and a second dimming control panel 30 disposed at a position facing at least a part of the first dimming control panel and movable relative to the first dimming control panel. The transmittance of light transmitted through both of the first dimming control panel and the second dimming control panel varies depending on relative positions of the first dimming control panel and the second dimming control panel. An angle control layer that controls a propagation direction of transmitted light is also provided in the dimmer.SELECTED DRAWING: Figure 3
