PROBLEM TO BE SOLVED: To facilitate setting for using a mobile terminal as an electronic key.SOLUTION: An issuance management device includes: a reception section for receiving authentication information from a mobile terminal, the authentication information being for issuing unique information used for operating an object of operation of an electronic key system, and the mobile terminal having a storage section for storing the unique information; a first authentication processing section for transmitting the authentication information to a first authentication device and receiving a result of first authentication from the first authentication device; and an issuing section for issuing the unique information to the mobile terminal when the first authentication result is successful.SELECTED DRAWING: Figure 1
