To provide an inexpensively available method of issuing an electronic key for use in an electronic lock of an apartment house.SOLUTION FOR THE PROBLEM: A tablet terminal 3 transmits electronic lock identification information and electronic key identification information identifying the smartphone 2 as an electronic key of an electronic lock 1 identified by the electronic lock identification information to an electronic key management server 4. The electronic key management server 4 creates a PIN code of the smart phone 2 specified by the electronic key specifying information, and transmits an electronic key issuance notification mail including the PIN code to the smart phone 2. The smart phone 2 which is in receipt of this mail, when the PIN code is separately inputted, transmits the PIN code and the electronic key specifying information to the electronic key management server 4, and when the electronic key management server 4 authenticates the smart phone 2 as the appropriate smart phone, the smart phone acquires the function as an electronic key and comes to be available.SELECTED DRAWING: Figure 1
