PROBLEM TO BE SOLVED: To provide a road surface indication structure and road surface indication system that are capable of improving visibility.SOLUTION: A road surface indication structure comprises: a fluorescent layer 9 that performs fluorescent conversion on light 27 having a first wavelength and emits light 21 having a second wavelength included in a visible region; an upper layer 11 that is provided above the fluorescent layer 9 and transmits the light 27 having the first wavelength; and a lower layer 13 that is provided under the fluorescent layer 9 and reflects the light 27 having the first wavelength and the light 21 having the second wavelength. The upper layer 11's transmission factor for the light 21 having the second wavelength is higher as an incident angle is larger.SELECTED DRAWING: Figure 2
