PROBLEM TO BE SOLVED: To provide a base-isolating device which can be inexpensively discarded in the state of being harmless to the human body and an environment, by using a vibration damping material replacing a conventional widely-used vibration damping material made of lead, and which is excellent in workability during execution of work, in regard to the base-isolating device and the like comprising the vibration damping material for absorbing vibrational energy.SOLUTION: A base-isolating device such as a base-isolating damper 10 includes a vibration absorbing part (damper 1) that is made of a vibration damping material, and a connection part for connecting a building and the vibration absorbing part together.
