PROBLEM TO BE SOLVED: To provide a surface coating agent which is preferable for, obtaining, surface coating inorganic particles in which a mixing time can be significantly reduced, and a hydraulic composition excellent in fluidity can be provided with a good productivity.SOLUTION: There is provided a surface coating agent of inorganic particles used for obtaining surface coating inorganic particles, in which the inorganic particles are at least one kind of particles, selected from hydraulic inorganic particles, and pozzolan activity inorganic particles, and the surface coating agent contains a polycarboxylic acid-based polymer containing a polyalkylene glycol.SELECTED DRAWING: None
