PROBLEM TO BE SOLVED: To provide an earthquake-proof damper device in which a shearing member can exhibit a sufficient earthquake-energy absorption capacity even if the earthquake-proof damper device is employed in a region in which relative displacement becomes large, and a structure having the earthquake-proof damper device.SOLUTION: An earthquake-proof damper device has: a first fixed plate; a second fixed plate; a cylindrical first shearing pipe; a cylindrical second shearing pipe; and a first connecting part for connecting the first shearing pipe and the second shearing pipe to each other. The first fixed plate and one end side of the first shearing pipe are connected to each other, the other end side of the first shearing pipe and the first connecting part are connected to each other, the first connecting part and one end side of the second shearing pipe are connected to each other, and the other end side of the second shearing pipe and the second fixed plate are connected to each other.SELECTED DRAWING: Figure 2
