To provide an earthquake proof vibration dumper apparatus to achieve vibration dumper function to dump vibration in both horizontal and vertical directions and earthquake proof function to mitigate impact force caused by vibration of earthquake in both horizontal and vertical directions in a compact configuration.SOLUTION: An earthquake proof vibration dumper apparatus in accordance with an aspect of the present invention is provided with: a first flat plate member; a second flat plate member opposite to the first flat plate member; a vibration suppression member sandwiched between the first and second flat plate members to suppress vibration transferred to each of the flat plate members; a first limit mechanism limiting a relative displacement in a first direction along surfaces of the first and second flat plate member; and a second limit mechanism limiting a relative displacement in a second direction opposite to the first and second flat plate members.SELECTED DRAWING: Figure 1
