PROBLEM TO BE SOLVED: To provide a chlorine-containing powder treating method which selectively elutes chlorine and mercury from chlorine-containing powder, removes the chlorine and mercury and can suppress elution of heavy metals other than mercury.SOLUTION: A chlorine-containing powder treating method includes: a slurrying process for adding water to chlorine-containing powder and slurrying the chlorine-containing powder; an ORP adjusting process for adjusting an oxidation reduction potential of slurry into +250 to +550 mV; a pH adjusting process of adjusting pH of the slurry into 10 to 13; an elution process for selectively eluting mercury and chlorine contained in the slurry which is adjusted; and a dehydration process for dehydrating the slurry from which mercury and chlorine are eluted and preparing raw material of cement.SELECTED DRAWING: Figure 2
