To provide a speed controller capable of increasing the degree of freedom in the setting range of a braking torque.SOLUTION: A speed controller 6 of the present invention is configured such that a pressing force that varies depending on the moving direction of a cord (for example, the lifting code C1, C2, C3) is applied to the cord in a sandwich manner for limiting the moving speed of the cord moving in one direction in order to brake the moving speed of a shielding member (for example, the slat of a horizontal blind) in a blind device to a specific value or less, the speed controller being configured to include: a pair of roller portions 632 and 642 which are journaled by respective roller shafts and which sandwich the cord therebetween, at least one of the roller portions being allowed to move close to or away from the other depending on the moving direction of the cord; and a braking portion 6a for applying a braking torque due to the centrifugal force to one (or both) of the roller shafts 642 of the pair of roller portions 632 and 642, the roller shaft 642 being positioned on the outer peripheral side of a carrier 65 with external teeth forming a part of a brake portion 6a.SELECTED DRAWING: Figure 7
